Q: What diameter holes can this receive?

The hole in the rubber plug is 10mm to fit the locking screw, the plug is approx. 20mm in diameter to sit in the toilet bowl.

Q: When changing the seat can you pull them back out or do you have to push them into the back of the fixed toilet?

I got these to replace a failed similar fixing. With the screw removed you can push them through, or put the screw in a couple of turns and with the help of pliers the rubber fixing should pull back up - don't screw in enough to squeeze the "bulb" or it will be too tight. If you're just changing the seat and the fixings still work I would use the old ones!

The screw thread is 4 mm diameter (I found a nut to fit - 8 mm spanner). These are slightly smaller in the "bulb" and the top "neck" than my original fittings (that seem to have a 6 mm diameter screw) but still do the job. You need to use the whole fitting, your old screws are too big.

Q: My daughter wants to change her seat the original one screws from the top no access to the underneath. Can I use these to screw standard toilet seat?

Not sure. My seat kept shifting because one of the fittings had failed. Take the old fittings off to see what they're like. Mine looked similar to these. Originals slightly chunkier but these fit as replacement. It seems that newer seats have top access fittings.
